BY-LAWS
The name of this organization shall be the Mid-Jersey Shore Women’s Golf Association. The object of this Association is to promote interest in interclub activities and team matches. Membership is limited to women belonging to the organized women’s golf league of the member clubs.
1. OFFICERS AND DUTIES:
President: The President presides at all meetings of the Association, is an ex-officio member of all committees and has the right to attend all meetings of the committees, except nominating. After a term of office of two years (or longer, with majority consent of Board members), the Outgoing President shall act as consultant to the newly elected President for the first year of service.
Vice President: The Vice President shall serve in the absence of the President.
Secretary: The Secretary shall keep a record of all of the meetings of the Association, including those of the executive board. She shall give suitable notice of all meetings to each member club and shall conduct all correspondence of the Association.
Treasurer: The Treasurer shall receive all monies, shall keep an accurate record of receipts and expenditures and shall pay out funds only as provided for in an approved budget, or as authorized by the Association. Her accounts shall be open to the executive board at all times. She shall make a full report at each meeting.
2. EXECUTIVE BOARD:
a. The executive board shall be the governing body to the Association. The executive board shall be composed of the four elected officers and one team captain from each member club. Two of the officers must be from the same club on the rotating basis. The voting body should consist of the executive board and a member of each club. Ties will be broken by the vote of the President.
b. Board meetings may be held whenever deemed necessary by the President or member of the executive board.
c. Six members of the voting board constitute a quorum.
3. ELECTIONS: The President and one other member from the President’s club not necessarily an officer will be on the executive board. These positions will be filled on a rotating alphabetical basis from each club. When a vacancy occurs in any elected office, the President shall appoint a member to fill that office until the next election.
4. STANDING COMMITTEES:
a. Myrn Bone Tournament: The chairwoman shall be a member of the host club and select her own committee members.
b. Team Match Chairwoman: She is appointed by the President. She sets up the TEAM schedule and each week reports the results of the matches to all team captains.
5. STANDING RULES
A. TEAMS:
a. New TEAMS shall be admitted to the Association with the approval of ¾ of the Executive Board. The one time entry fee for each new club is $50.
b. Each playing TEAM consists of 6 players with a maximum handicap of 36. (Clubs may set lower limits if desired.)
c. Each person who plays in a match must pay a fee of $10 for that season.
d. There is no limit to the number of players who may play during a season.
e. A leave of absence can be granted for 1 year. After that, a club must re-apply.
2. TEAM CAPTAINS’ DUTIES:
a. Make sure team members are familiar with MJSWGA booklet contents, match scoring, and the basic rules of golf.
b. Contact the Pro to reserve tee times for home matches.
c. Make arrangements for a Dutch treat lunch following golf.
d. List TEAM players in ascending order of current handicap. **Visiting captains and host captains should exchange handicap index and GHIN #’s of players in advance. This must be done by Tuesday evening.
e. Inform her players that carts are mandatory and that they must share the price of the cart.
f. Host captains should have scorecards for all teams (6).
g. Both captains should attest the scoring on the master sheet.
h. Host captain is responsible for calling and/or e-mailing the results of play to the Team Match Chairwoman that same day and then mailing or e-mailing her the attested score sheet. The score sheet must also be mailed or e-mailed to the Treasurer.
3. RULES FOR MATCHES:
a. Match play will conclude at the end of an allotted time of 4:45. (Exception: play at Greenbriar must be completed within 4:30) with the host team responsible for recording start time and monitoring pace of play. All players must pick up balls and leave the course with zero points awarded to either team for unfinished holes.
b. A match shall be 18 hole scoring with one point for each hole and in the event of a tie on a hole each team shall receive ½ point. Format will be 4 ball matches, better ball of two match play. The two members of the same team will share a cart.
c. USGA rules shall govern all play, except local rules posted for the day shall be observed. If a rules question occurs during a match, the 4-some should try to resolve it among themselves and can phone the golf pro for immediate help or use the USGA Rules Book.
d. If posting, individual scores are to be posted as regular play, not tournament play and adjusted as per the rules of golf.
e. The first tee-off time will try to be no later than 9:30 a.m. It may be earlier or later if all agree or at such time as designated by clubs. Teams may start at front and/or back nine.
f. The visiting club shall have the honors on the first tee. Thereafter, the honor goes to the team who wins the hole with the handicap.
g. Teams should tee off in ascending order of index. A team who plays in any position other than the one for which they are eligible shall forfeit 18 points. (The penalty for an incorrect line-up would be loss of 18 points to the first team out of order.)
h. If, for personal reasons a TEAM must tee off earlier or later than scheduled, this can be arranged with the consent of the opposing team captain.
i. If a team is late for the match, opposing team will drop back and let the others tee off as scheduled. If the missing team has not arrived by the time the last group should tee off, the opposing team will receive 18 points by forfeit. To win by default, an unopposed team must be ready to play on time.
Exception: TEAMS knowing they do not have a full roster should notify the opposing captain to prevent unnecessary travel.
j. In the event a team is short a player, the captain of the TEAM with the missing player or players will decide who plays alone or whether to forfeit that match. Handicaps must stay in ascending order. No substitution will be permitted for a team missing a player after that team has teed off on the 1st hole. It is the Captain’s duty, when introducing a substitute to the other team, to provide the player’s name, HCP, GHIN number, and a new or modified HCP card.
k. If a team withdraws from a match for any reason, any points it has won shall be credited to it. The additional points shall go to the opposing team.
l. In the event of rain, the opposing captains will make the decision to play or reschedule. If a disagreement arises, the HOST TEAM captain will make the final decision. (The teams may delay play until later in the day, an hour wait is sufficient, or arrange for play another day.)
m. In the event of a heat advisory alert, matches may be postponed if declared and agreed by both captains. Captains will work to reschedule the match.
n. If the course is deemed unplayable before the matches are scheduled to begin and remains unplayable, an incomplete team shall not be penalized.
o. A match must consist of a minimum completion of 9 holes. In the event of a stoppage of play, for any reason other than pace of play, anywhere from the 9th hole on each team will receive the points won to that point. The REMAINING points will then be equally divided between each team in that foursome.
p. Make-up games should be played prior to the next scheduled match or within two weeks after the final match of the season. In case of unusual weather or previous commitments on the course, the team captains may reschedule a previously scheduled match. Teams not completing their matches after all options are exhausted, for example playing on the away team’s course, by September 30 will each be awarded half of the 54 match points.
q. At the discretion of the Executive Board, a TEAM may be suspended for refusal to comply with the Standing Rules or with the decision of the Team Match Chairwoman.
r. In the case where two TEAMS are tied for first place at the end of the season, they will hold an 18 -hole playoff on the course of the TEAM which did NOT host their scheduled match. (If this match ends in a tie all THREE teams will begin on the FIRST hole for a “sudden death” playoff until a winner is determined.)
4. SCORING:
For the matches, the scorecards will be dotted off the lowest handicap player in the foursome. Example:
10 Handicap-Gets no dots
14 Handicap-Gets 4 dots on the 4 hardest holes
19 Handicap-Gets 9 dots on the 9 hardest holes
24 Handicap-Gets 14 dots on the 14 hardest holes

HAVE FUN!! BE COURTEOUS TO YOUR OPPONENTS AND THEIR GOLF COURSE!!!
5. PACE OF PLAY:
· Be ready when it is your turn to play
o Take multiple clubs when not sure of lie or distance
o Drop your cart partner off and go to your ball
o 10-15 seconds max for preshot routines
o Prepare for your shot on the way to your ball
o Look at your putt line as you reach the green so you are ready to putt when it is your turn
· Hit a provisional ball immediately if you suspect your ball is lost or out of bounds
o Carry extra tees and balls with you
o Limit search time for lost balls to 1 to 2 minutes and no more than 3 minutes as per USGA rules
o DON’T look for a ball that someone asks you not to look for
· Pick up when you are given a putt, when you cannot improve on your partner’s score, or you are out of the hole
o Your score is your most likely outcome for that hole, no more than your max ESC
o Concede a hole if your team has no chance of winning it
· After holing out move off the green immediately
o Confirm and record scores on the way to the next hole
o Keep up with the foursome in front of you
6. ISSUES RESOLUTION
· During a match each foursome should try to settle differences before the next hole.
· Unresolved issues must be brought to both captains’ (or acting captains’) attention on the day of the match and resolved among all parties within reason.
Issues remaining unresolved will be brought within 48 hours, in writing, to the Officers of the Board for review and final decision. Any officer whose team is involved in the dispute will recuse herself from the decision. Any tie will be broken by the President and there will be no appellate review of the final decision.
· Responsive action will depend on the type of issue and may include a verbal or written warning to a team and/or player(s), and/or temporary or permanent suspension of player(s) from MJSWGA. Suspension would most likely occur in cases where a previous warning had been given.
· Captains involved will be informed of the outcome within a reasonable amount of time.
7. THE MYRN BONE TOURNAMENT:
a. This tournament is in honor of our founder and coordinator, Myrn Bone.
b. The tournament shall be held later in the season rather than June at the discretion of the hosting club chairwoman, no later than September 30. The perpetual trophy will go to the low gross interclub player for a year. In the case of a tie, there will be a “sudden death” playoff. If this is not possible, the tie will be broken by a match of cards-total back nine, then back six, then last three. The last resort will be an eighteen hole playoff.
c. An invitation to play can be extended to any member of the clubs within the MJSWGA. The member of the club need not be a member of the ladies league. The maximum handicap allowed is 36.
d. Any money over $100 in the Treasury as of Oct. 31 not previously allocated shall be used to subsidize the Myrn Bone Tournament.

o Your score is your most likely outcome for that hole, no more than your max ESC
o Concede a hole if your team has no chance of winning it
· After holing out move off the green immediately
o Confirm and record scores on the way to the next hole
o Keep up with the foursome in front of you
6. ISSUES RESOLUTION
· During a match each foursome should try to settle differences before the next hole.
· Unresolved issues must be brought to both captains’ (or acting captains’) attention on the day of the match and resolved among all parties within reason.
Issues remaining unresolved will be brought within 48 hours, in writing, to the Officers of the Board for review and final decision. Any officer whose team is involved in the dispute will recuse herself from the decision. Any tie will be broken by the President and there will be no appellate review of the final decision.
· Responsive action will depend on the type of issue and may include a verbal or written warning to a team and/or player(s), and/or temporary or permanent suspension of player(s) from MJSWGA. Suspension would most likely occur in cases where a previous warning had been given.
· Captains involved will be informed of the outcome within a reasonable amount of time.
7. THE MYRN BONE TOURNAMENT:
a. This tournament is in honor of our founder and coordinator, Myrn Bone.
b. The tournament shall be held later in the season rather than June at the discretion of the hosting club chairwoman, no later than September 30. The perpetual trophy will go to the low gross interclub player for a year. In the case of a tie, there will be a “sudden death” playoff. If this is not possible, the tie will be broken by a match of cards-total back nine, then back six, then last three. The last resort will be an eighteen hole playoff.
c. An invitation to play can be extended to any member of the clubs within the MJSWGA. The member of the club need not be a member of the ladies league. The maximum handicap allowed is 36.
d. Any money over $100 in the Treasury as of Oct. 31 not previously allocated shall be used to subsidize the Myrn Bone Tournament.
