WOMEN’S GOLF LEAGUE - BY-LAWS

ARTICLE 1 – THE ORGANIZATION
Section 1 PURPOSE
· To play golf in a true, friendly spirit and to promote the golf interests as non-profit women’s group utilizing USGA rules to govern weekly games and other club tournament play.
Section 2 GOVERNING BODY & EXECUTIVE BOARD
· The Governing Body shall consist of the following officers:
President, Vice-President, Secretary, Treasurer
· An Executive Board shall meet at least twice a year. The Executive Board consists of the Elected Officers and the appointed Games Chairwoman
Section 3 MEMBERSHIP
A. Membership is limited to ladies who have an established GOLF HANDICAP AND Information Network (GHIN) number and a USGA HANDICAP of thirty-six INDEX (34.6) or lower at Lakewood Country Club. Should a member’s handicap rise above 36, the President and Handicap Chairwoman will encourage said member to reduce the handicap to 36 by the end of the season
B. All application forms for new members must be submitted in writing to the Membership Chairwoman and approved by the Executive Board. The LCC will not discriminate on the basis of race, color, religion, creed, age or national origin.
C. New members shall be accepted at any time. All members will be responsible for paying for their GHIN membership. Membership money will NOT be refunded for any reason after June 30th.
D. Membership will not be limited. Tee-time availability will be for 32 members (eight foursomes) each week for scheduled games and/or tournaments as allowed by LCC Pro Shop.
E. Returning members dues shall be paid to the Treasurer by December 30th. Dues shall be established by the Executive Board and approved by the membership in such amounts as they deem adequate to operate and maintain the club
F. All members shall submit a CLEAR and LEGIBLE scorecard for their weekly game and/or tournament results to maintain an accurate handicap. The MEMBERS WILL ENTER THEIR score into the GHIN system ON THE SAME DAY AS THEIR ROUND OF GOLF. If members input incorrect scores, they will be responsible to contact their GHIN manager to have the duplicate or incorrect score corrected/removed.
G. Members will check off their names to show their presence to play the day’s round.
ARTICLE II– ELECTIONS
Section 1 OFFICERS
The President, Vice-President, Secretary and Treasurer shall be elected prior to the final luncheon by the majority of the membership either via email template ballots or hard copy ballots provided by the nominating committee in the LCC locker room.
Section 2 COMMITTEES
Committee Chairs shall be appointed by the President with the approval of the Executive Board.
Section 3 TERM OF OFFICE
All officers shall serve a two (2) year term. Reelection is permissible. Officers not able to fulfill a term will notify the Executive Board and a new, temporary officer shall be appointed by the Executive Board for the remainder of the term.
Election of Officers:
The Nominating committee of three (3) selected by the President shall present a slate two (2) weeks prior to election. Voting shall be tallied by the nominating committee. For those unable to attend the luncheon, voting hardcopies and email template ballots shall be available online and in our locker room. Officers will be elected by Simple Majority. No member may hold more than one elected office at one time.
ARTICLE III DUTIES AND RESPONSIBILITIES
Section 1 PRESIDENT
A. Presides over all Executive meetings
B. Ensures that all By-laws and USGA & local rules are executed
C. Shall observe as an ex-officio, non-voting member of all chair activities and their committees
D. Appoints all Committee Chairs
E. Shall be listed on bank accounts with the Treasurer
F. May appoint a Parliamentarian at any meeting who shall interpret procedures in accordance with Robert’s Rules of Order
Section 2 VICE-PRESIDENT
A. Assumes the duties of President when absent
B. Fills remainder of the office term if the President resigns
C. Carries out duties requested by the President
Section 3 SECRETARY
A. Records the minutes of all meetings and will make them accessible to the membership on the internet website
B. Notifies membership of meetings
C. Sends official letters as needed
Section 4 TREASURER
A. Collects all dues
B. Pays all bills
C. Keeps accurate records of all money collected and disbursed
D. Responsible for bank accounts
E. Makes available the final prize money
F. Provides orderly transition of all records and accounts to next Treasurer elected
G. Presents a working budget to the membership for the upcoming year at the opening meeting
H. Holds records for two years for reference sake
I. Submits Treasurer’s Report at both opening and closing meetings
Section 5 - STANDING COMMITTEES
A. Games Chairwoman – Will provide weekly events for members to play and is a member of Executive Board
B. Membership – Will provide applications for new members and provide a list for approval to the Executive Board
C. Handbook publishing – Will be available on the LCC-WGL web page
D. Rules Committee – will investigate questions and answer any rules pertaining to league play
E. Member/Guest Day (optional) – Will provide a day with friends on our home course
F. Club Championship Tournament – Will design a tournament for members to compete
G. Trophies – Will inscribe names of winners on the LCC –WGL perpetual plaque
H. Fall – Final Luncheon Meeting – Will provide a place to conclude the LCC season of golf
I. Nominating Committee- Consisting of three (3) members - Will be designated by the President to select a slate of new officers. The Nominating Committee shall present a slate two (2) weeks prior to election. Hard copy and email template voting ballots shall be available in the LCC locker room and via email
J. Sunshine – Will keep notice and send LCC–WGL sentiments to members in times of need
K. Prize Money – Will keep record of weekly game and or tournament winners and determine with the Treasurer and Executive Board the budgeted money prize amounts to be awarded
L. Handicap Chair – Will update membership handicaps bi-monthly as well as adjust the flights as needed and post the flights in the locker room. MEMBERS WILL INPUT THEIR SCORES TO THE GHIN SYSTEM FOLLOWING ROUND OF GOLF.
M. Presidents Cup – Will design a tournament for members to compete in
N. Web Mistress – will maintain the LCC Website located at: lcc-wgl.weebly.com
O. Interclub – Will put forth a team of 6 players to compete with the other Interclub teams on the dates decided on by the Mid Jersey Shore Women’s Golf Association. Will also compute scores and send to the Team Match Chairwoman of the MJSWGA and will keep record of the LCC-WGL Interclub matches. The LCC-WGL Interclub will be responsible for hosting the Myrn Bone Tournament when it is Lakewood’s turn based on the schedule set forth by the Mid-Jersey Shore Women’s Golf Association,.
ARTICLE IV – HANDICAP
Lakewood Handicaps are processed by the Golf Handicap and Information Network (GHIN)
A. All weekly games and/or tournaments are played to a maximum handicap of thirty-six (36)
B. All members must submit a CLEAR and LEGIBLE scorecard. The MEMBER will input their scores to GHIN ON THE SAME DAY AS THE ROUND WAS PLAYED. All handicaps must be accurately represented.
C. All posted scores must reflect the new Equitable Stroke Control Procedure for the USGA Handicap System. Check the LCC handbook for the ESC chart.
ARTICLE V HOSTESS
DUTIES
A. The Hostess shall be responsible for instituting weekly games as established by the Games Chair. She will notify the membership of pairings, tee-times and results of weekly games
B. Any member interested in serving as Hostess may apply in writing to the Executive Board
C. The Hostess position is for two years during which a yearly evaluation of the current Hostess’s performance is conducted by the Executive Board
D. Payment for the Hostess position shall be established by the Executive Board seasonally
E. A more specific job description and further Hostess duties will be outlined in the Member’s Handbook
F. Any seasonal changes to the Hostess position will be determined by the Executive Board, announced on the website and published in the Handbook
ARTICLE VI GOLF RULES AND REGULATIONS
A. To constitute a weekly game there must be eight (8 signed up and starting) competitors. If there is inclement weather on the day of a game, at the discretion of the Paid Hostess, it will be cancelled if there are fewer than eight (8) competitors
B. The Games Chairwoman, in conjunction with the Hostess, reserves the right to make changes or modify any condition under which competition is scheduled to be played. They may cancel or postpone any event listed
C. All matches and weekly games and or tournaments must be played in groups designated. All holes are played from the forward markers
D. The use of GPS systems will be allowed although, according to the USGA, laser devices are allowed under local committee rules as long as the equipment does not measure wind, temperature, etc.…only distance is allowable
PROCEDURES FOR HANDLING RULE VIOLATIONS:
The Rules and Procedures Committee, a group consisting of the Executive Board, (President, Vice President, Treasurer, Secretary, Games Chair) and Rules Chair will determine the necessity to issue any of the following:
§ A written warning
§ A suspension (limited or permanent) penalty on a members for offenses not limited to (for example) consistent slow play notification, improper language and or improper behavior, limited attendance or repeated no-shows
Rule violations will be considered when submitted in writing within three (3) days of infraction and signed by the complainant. The Rules and Procedures Committee shall contact offender, complainant and witnesses to thoroughly investigate all grievances. Should the Rules and Procedures Committee, following USGA rules, find a complaint actionable, the opposing player may appeal this decision. A player’s written appeal must be made within seven (7) days and signed by the complainant
After an appeal is reviewed by the Rules and Procedures Committee, and the appeal is found invalid:
Complaints will be handled as follows:
A. A hearing shall be conducted by the Rules and Procedures Committee in order for the complainant to present her case and for the accused to present a defense
B. A reminding/warning letter shall be sent to first offenders
C. Temporary or permanent loss of playing privileges may be imposed as listed in the CONDUCT POLICY offenses but not limited to them alone as determined by the Rules and Procedures Committee
LCC – WGL CONDUCT POLICY
While in any LAKEWOOD COUNTRY CLUB - WGL competition, the players understand that their participation is in conjunction with the HOSTESS and Rules and Procedures Committee. A player may be rejected for any event at any time before the close of the competition due to any violation of the USGA or club rules. Unbecoming conduct or actions at any event, or conduct or actions deemed inappropriate to the golfers or staff, the spirit of the game or to the Hostess, Games Chair or Executive Board, are grounds for approved penalties. The Rules and Procedures Committee will observe misconduct warranting a penalty to include for following examples, but is not limited to:
1. Violating the rules of play, cheating on scorecard, or no signed scorecards
2. Inappropriate golf attire such as: cut-offs, jeans, short-shorts, boots, etc.
3. Alcohol and/or substance impaired behavior
4. Willful destruction of Lakewood Country Club property
5. Abusive language, conduct or derogatory criticism to Hostess, staff, volunteers, or other players
6. Club throwing and/or physical derangement or threat to others
7. Offensive or excessive verbal misbehavior
8. Repeated weekly withdrawals, no shows, or limited club play
ARTICLE VII AMENDMENTS TO THE BY-LAWS
Section 1 Presentation of Amendments
A. An Ad hoc Committee appointed by the President shall examine the By-Laws
B. The By-laws Committee will report their findings to the Executive Board. The Committee will meet to discuss and clarify amendments before presenting amendments to the membership for their discussion, questions and final approval. Changes and/or additions shall be posted by email and website posting for voting approval.
Section 2 Voting
Amendment changes and /or updated additions shall be accepted with a majority vote of two thirds (2/3) of membership either through email template ballots and or printed hard copy ballots. Proposed amendments take the form of a resolution. For By-laws, the membership must approve all amendments and By-laws by a 2/3 majority vote.Py
